Cartagena Onchain is a community led initiative focused on bringing Web3 education and innovation to the city of Cartagena. We combine learning programs, cultural events, and soft onboarding experiences to help people understand and use blockchain in an accessible and practical way. We create learning experiences that are easy to follow, activate Web3 in festivals, universities, and public spaces, and guide new users through their first onchain actions using simple tools like wallets, POAPs, and stablecoins. We also provide training opportunities for those who want to learn programming and support the local community as they begin developing their own onchain solutions to address real challenges in the city. Our mission is to bridge culture and technology, empower local communities, and connect Cartagena with global Web3 ecosystems to drive long term, meaningful adoption.

Blockchain adoption in LATAM is limited by several barriers: onboarding is intimidating, technical, and disconnected from real-life contexts; educational resources are scarce, fragmented, and rarely available in Spanish; and there are few structured opportunities for people to learn how to build meaningful Web3 applications. While many initiatives introduce basic concepts, they do not provide a complete learning path from first interaction to active builder. As a result, new users lack confidence, local talent is underdeveloped, and cities like Cartagena miss opportunities to use blockchain to address real societal challenges. Ecosystems also struggle to measure impact or generate sustained engagement beyond one time activations.
We take a holistic approach to Web3 adoption, combining soft onboarding with technical education and real builder support. Cartagena Onchain introduces Web3 to the general public through simple, culturally relevant experiences that help anyone create a wallet, claim a POAP, or interact onchain within minutes. Beyond this first step, we offer structured learning paths through programming courses in Solidity, Rust, and other languages, enabling new developers to acquire practical skills. We also encourage and mentor local builders to design and deploy onchain solutions that address real challenges in Cartagena. In parallel, our team builds its own applications onchain to demonstrate practical use cases and inspire innovation. Through partnerships with universities, festivals, communities, and businesses, we create a scalable, measurable model for real-world adoption and developer growth.
